I don't know what program extracts tar files on a mac. The file you got is probably inkscape-table-1.0.tar.gz which is a compressed archive. In Inkscape goto Edit > Preferences > System: User extensions. If Inkscape is installed and running, it should have all the pieces for extensions to work.
